Illichivsk Sea Port Raises its Competitive Capacity

The phased transfer to the single electronic system of documents circulation has commenced in the Illichivsk Commercial Sea Port. Within the framework of the Port Community Information System (PCIS) introduction to date 550 electronic orders (1,200 containers) have been issued by the Port. 

One of the principal innovations is that with the introduction of PCIS the cargo clearing paper documents circulation is minimised. The new system of the Illichivsk Port will joint all the players of marine carriages into an integrated information base “Single Window – Local Solution”.

The Governmental analysts note that modernisation of documents circulation on the basis of the modern computer technologies will create better conditions for business and promote the implementation of new investment projects. Such innovations, in their turn, will increase the economic level of Ukraine and social standards of the industry workers.

Due to the information system introduction the time of cargo clearance in the Illichivsk Port has been cut down to four hours and some time ago the containers clearance continued for 40-45 hours. Besides, the new technology considerably simplifies business conductance due to prompt documents circulation and excludes corruption mechanisms due to absence of direct contact between the business and officials.

At the same time experts are positive that PCIS will help to considerably increase the logistical potential of the Port. The “Single Window – Local Solution” mechanism will promote the attraction of additional cargo volumes to the Port owing to efficient logistical management.

The Illichivsk Port has become the second one in Ukraine, after the Odessa Port, which introduced the integrated information system. Next in turn are container terminal “TIS” in the Port of Yuzhnyi and implementation of the project in the Port of Mariupol in 2014. After launching the project in the “container ports” the system will be introduced in all Ukrainian harbours and ports.

The integrated system pilot project has been successfully implemented in the Port of Odessa, which completely refused from the issuance of paper documents for container cargoes since 2 September. The economic effect from the PCIS introduction in the Odessa Port made US$200,000,000 during a year and a half. It became possible because of cutting the time of the documents issuance and release of the people engaged in the work with the officials pending the issuance of the paper documents.

The Port Community Unified Information System is realised in Ukraine under the auspices of the Cabinet of Ministers. The port innovation was created by the recommendations of the UN experts and on the basis of experience of the modern times largest ports, those of Rotterdam and Yokohama. 

According to the international experts and advisers of the project the transfer to the electronic information field will enable a substantial cut of time required for cargoes processing and raise the efficiency of the transboundary trade mechanism. While the optimisation of the process of cargoes passing through the ports of the country is capable of bringing the latter to the level of the world leading ports and help to realise the transport logistic potential of Ukraine in full.
